Illegal ‘tax’ collected, says ED, charges NSCN (IM) treasurer | India News

NEW DELHI: In its crackdown on NSCN (Isak Muivah) faction in Nagaland, the ED has filed a chargesheet against Rayilung Nsarangbe, a self-styled colonel of the militant outfit, and his wife accusing them of illegal collection of ‘tax’.
Nsarangbe is the treasurer of the NSCN-IM and runs a well-organised money laundering racket, transferring ‘proceeds of crime’ to NSCN-IM leader T Muivah, as per the agency. The ED has seized Rs 7 crore in bank accounts and other assets so far. A PMLA court in Nagaland has summoned Nsarangbe and his wife to face trial after taking cognisance of the chargesheet.
“Probe revealed that district representatives of NSCN-IM of four districts of Manipur – Tamenglong, Senapati, Ukhrul and Chandel – were extorting money from construction firms businessmen etc. and paying to Rayilung as illegal tax imposed by the outfit,” it said.
Rayilung as the treasurer of the “collective leadership” of NSCN-IM has been accused of running the extortion racket and the amount collected has been seized in bank accounts. “A major part of the extortion amount was being utilised as per the direction of the “collective leadership” and a part of it was being deposited in the bank accounts maintained in the name of Rayilung and his wife Ruth Chawang,” the ED said.
To conceal the proceeds of crime, the accused had invested the proceeds of crime in several mutual funds and insurance policies in the name of Ruth Chawang @ Ruth Zeliang. Rayilung had also transferred a huge amount of money to Apam Muivah, secretary to Ato Kilonser, from the accounts maintained in the name of his wife, the ED has said. Earlier ED had attached proceeds of crime amounting to Rs 6.9 crore.
“A prosecution complaint was filed in the district and sessions court, Dimapur at Nagaland under PMLA. The court has taken cognisance of the prosecution complaint and issued notice to the accused for appearance,” ED said.
Meanwhile, the agency carried out searches in Agartala and Sipahijhala districts of Tripura on Monday.
